Thomas Bowen was born in 1835 in Iowa, later moving to Kansas. He served with the Union Army (colonel of the 13th Kansas Inf.). During the last two years of the war, he made Brevet Brig. General. After the war, he served as the President of the Constitutional Convention in Arkansas. He was a Supreme Court Justice from 1867-1871. In 1871, Pres. Grant appointed him the governor of the Idaho Territory. After serving as governor, he came back to Arkansas, then moved to Colorado. He died in Pueblo, CO in 1906.
