I have been informed that five Comp. of Vols. are (?) at Staunton & that five men from the Counties(?) of Bedford & Franklin were daily expected there. I have directed they be organized with a regiment & have (?) to request that J(?) officers be appointed for it.
I can only repeat to your Exc., my earnest wish that the best be selected within your reach. It is (?) to the men as well as an injury to the county to commit them to unimportant(?) offices. I have heard that Major Armistead & Capt. Pickett, formerly of the Army of the U.S., both from Virg'a were in Richmond. I can recommend(?) either as well qualified for the position of Colonel.
