    DescriptionA black and white photograph of Arkansas Governor Carl E. Bailey in 1937. The Associated Press Wirephoto ran with a story about Bailey calling a special election to fill the vacant senate seat created by the death of Joesph T. Robinson.

    Carl Edward Bailey was born on October 8, 1894 in Bernie, Missouri. Bailey married Margaret Bristol on October 10, 1915; they had six children. In 1936 he was elected governor. Bailey was reelected in 1938 and in 1940 he ran for an unprecedented third term, however, he lost to Homer Adkins. On October 23, 1948, Bailey died of a heart attack.
