    Carl Edward Bailey was born on October 8, 1894 in Bernie, Missouri. Bailey married Margaret Bristol on October 10, 1915; they had six children. Bailey was elected governor in 1936. Bailey was reelected in 1938 and in 1940 he ran for an unprecedented third term, however, he lost to Homer Adkins. On October 23, 1948, Bailey died of a heart attack.
