Approx. 50 women (most in dark dresses) standing on the steps of a building in Hot Springs. Three women on the front row are most likely officers or prominent guests. The woman in the center is holding a wreath. All of the women are wearing ribbons. (see199.31.3) Red, white and blue Frame (see 1999.31.2)
