The photograph was taken before the Arkansas Governor's Mansion was built.Homer Adkins, born in Pulaski County, was the thirty-second Governor of Arkansas (1941-1945). Adkins fought in World War I and was known for his affiliation with the KKK and opposition to civil rights.
