Homer Adkins, born in Pulaski County, was the thirty-second Governor of Arkansas (1941-1945). Adkins fought in World War I and was known for his affliation with the KKK and opposition to civil rights.

There is a note on the back in pencil that reads, "July 31, 1942 Congratulations on your re-election, Tom H. McLean."
