    Description2/23/1865 letter to the secretary of the treasury department concerning the trade of facilities for Major E.L. Joy (2 pages, one-sided). Envelope included. Embossed image in upper left corner. Handwritten in black ink on blue lined paper.

    Sir
    I have granted supply store authorities for this place, to the amount agreed upon by the Sup. Spec. Agent and Genl. Steele there (?) of this Department; and also promised and issued authorities for the additional amt. agreed to by Genl. Reynolds now (?) of this Department making one hundred and fifty thousand dollars per month ($150,000).
    Major E.L. Joy, now judge advocate, being about to leave the service, asks for trade facilities at this place. It would afford me much pleasure to grant them, could I do so consistently, as I think he deserves all (?) as a gentlemen, soldier & patriot this department can grant. But feeling that I am unable to grant what he asks and I believe deserves, I commend him your favorable consideration.
