    In this message, Donaghey discusses issues that included not moving the University of Arkansas from Fayetteville, improving the agricultural department at the university, creating a state board of education, taking advantage of the state's resources, praises the geological survey, creating more game and fish laws, protecting railroad companies and other corporations, abolishing the lease system for convicts, taxation according to what we have, establishing a new hospital for treatment of the insane, state help for Confederate veterans, increased salaries for the Supreme Court judges, fair elections, a new state capitol, and the prevention of TB.
    The book is black with "Edward J. Heiligers" stamped in gold on front.
