Certificate is numbered "833304" and signed by Bailey. Border: "The Imperial Council of the Ancient Arabic Order/Nobles of the Mystic Shrine for North America/Al Amin Temple of Little Rock, AR."

    Carl Edward Bailey was born on October 8, 1894 in Bernie, Missouri. Bailey married Margaret Bristol on October 10, 1915; they had six children. In 1922, Bailey was granted permission to practice law, and in 1924 he moved to Little Rock where he opened a private practice. Bailey was named Deputy Prosecuting Attorney in 1926, and in 1930 was elected the Prosecuting Attorney of the Sixth Judicial District. In 1934, Baily won the election for attorney general, and in 1936 he was elected governor. Bailey was reelected in 1938 and in 1940 he ran for an unprecedented third term, however, he lost to Homer Adkins. On October 23, 1948, Bailey died of a heart attack.
