DescriptionA watercolor painting of the Old State House by Arkansas artist Sheila Parsons. The painting depicts the front of the building and the courtyard during the winter. In the background, snow is covering the ground, trees, and the Old State House. The tree on the left side of the painting is decorated like a Christmas tree with gold tinsel and red ornaments. The Old State House and the front fence are decorated for Christmas as well. A crowd of people are standing by the front door of the Old State House. In the foreground, a man and a woman in Victorian-era clothing are walking out of the gate. The painting is on a mat and in a frame. The painting is signed "Shelia B. Parsons '92".

A business card for "The Herrin Collection: Arkansas Artist Limited Collection" in Little Rock is attached to the back of the frame, along with a note from the store's owner, Mary Herrin. The note states that the watercolor was painted by Sheila Parsons and is titled "Old State House Christmas". It also says that The Herrin Collection's owner, Mary Herrin, chose this piece of art in October 1992, just three days prior to President Elect Bill Clinton giving his acceptance speech on the front lawn of the Old State House.

Sheila Parsons, MSW has been a professional artist and workshop instructor since 1976. She recieved her masters in art from the prestigious Pratt Institute in New York City and has studied under many of the greats in the watercolor field. Sheila works with the Arkansas Arts Council to provide workshops for people of all ages. In 1996, she was given the Arkansas Governor's Award for Outstanding Individual Artist of Arkansas. In 2011, Sheila was honored by the Faulkner County Library and received their Lifetime Achievement in the Arts award. She currently resides in Conway, Arkansas with her husband.
