As a candidate, Judge Cook promised to bring improvements in areas such as: business and industry, education, taxation conservation of natural resources, and welfare. His slogans "Put the State of Arkansas in sfae hands! Elect Judge R.A. (Bob) Cook your next Governor...a business man who has made good!" and "In the interest of good government, elect Cook for Governor." Cook lost to Carl E. Bailey. Bailey served as governor from 1937-1941.
