General,
I have the honor to acknowledge the receipt of a communications of January 28, 1865 referred by you to this office from Capt. James F. McCutchan cmd'g Co. "D", 9th Iowa Cavalry requesting that an order be issued authorizing the gratuitous issue of clothing in kind by the three enlisted men of his company while on an expedition near Arkansas River.
In reply I have the honor to inform you that the Quarter Master General has been directed to cause a gratuitous issue of clothing in kind to be made to the men referred to, to replace their loss.
