William Frank Norrell was born August 29, 1896 in Ashley County, Arkansas and grew up in Arkansas. He attended University of Arkansas at Monticello, College of the Ozarks and went to law school at the University of Arkansas in Little Rock and went on to practice law in Monticello. He served during World War I and then served as a U.S. Representative from Arkansas' former sixth congressional district. Norrell died February 15, 1961.
