Proclamation is typed on the front side of a piece of paper. "Proclamation/By the Governor," is printed across the top in large black lettering with a triple black line underneath. "H. Flanagin," is printed at the bottom in large, black lettering. Proclamation is addressed "To the People of Arkansas." It is dated January 14, 1863 in Little Rock, AR.
