    To Mayor John S. Little

    Sir,
    By virtue of authority vested in me by Brigadier General [illegible] commanding 4th Military District Arkansas Militia you are hereby appointed mayor and ordered to proceed at once to speedily and thoroughly organize the militia in Roseville, Six Mile, Short Mountain and Clark townships. All men between the ages of 18 and 45 are subject to military duty under the present constitution. You will report to this Head Quarters as soon as you get the [here] named townships organized.
