Governor Murphy, Sir,
The undersigned Citizens would respectfully state to your Excellency, that JB (?) Humphrey has never at any time, during the late rebellion, been in arms against the Government of the United States or taken any active part whatever, but remained a quiet, and peaceable citizen at home, until his life became in eminent danger, from Lawless bands of men, scouring the country, robbing and killing citizens regardless of their position, or relationship they occupied to the Government, he with others went South for the purpose of saving his life, but at no time while there was he engaged in the rebellion, we therefore recommend him to your Excellency, for special favor,
