    Samuel Mitchell Taylor was a Democratic member of the U.S. House of Representatives for the Sixth District of Arkansas from 1913 to 1921. Taylor was born on May 25, 1952 near Fulton, Mississippi to Louisa Keyes Taylor and Clark W. Taylor. After serving in the Mississippi House of Representatives, he relocated to Pine Bluff, Arkansas in 1886 with his wife, Mary J. Bell. Taylor’s congressional career began when he won a special election in 1913 to fill the seat vacated by Joe T. Robinson when Robinson became governor. He became a very popular member of the House and ran unopposed for reelection. Over the course of nearly a decade in Congress, Taylor served on the Committee on Rivers and Harbors and was usually a supporter of progressive legislation. He passed away on September 13, 1921.
