Churchill was born March 10, 1824 near Louisville, Kentucky. He served in the Mexican War. While traveling to Mexico, his unit made a stop in Little Rock, Arkansas and while there, he met his future wife. After the Mexican War, he returned to Arkansas and married his wife. They made their home on a plantation near Little Rock. Until the Civil War, he served as the postmaster for Little Rock.

He began the Civil War as Colonel of the 1st Arkansas Mounted Rifles. He eventually reached the rank of Major General. Churchill served with distinction in the Red River Campaign. After the war, he went on to become Governor of Arkansas (1881-1883).

Churchill died May 14, 1905 in Little Rock. He is buried at Mount Holly Cemetery.
