Carl Edward Bailey was born on October 8, 1894 in Bernie, Missouri. Bailey married Margaret Bristol on October 10, 1915; they had six children. In 1922, Bailey was granted permission to practice law, and in 1924 he moved to Little Rock where he opened a private practice.
